Information on how to develop skills for beginner basketball referees
The situation in our basketball is such that there are problems not only with the emergence of new competitive players and coaches, but also with referees. Our arbitrators are currently practically absent at the top world and continental championships.
I have heard questions more than once, and the site periodically receives requests about how to become a representative of this profession in Russia? Where to start, where to study, how to get practice, and then a license and appointments for serious matches and improve your skills? Today we will try to sort out these issues. Not everyone can become professional players and coaches, but wants to stay in basketball, so why not take the refereeing path.
First, let's decide on a license. It is issued for 1 year and is required only for servicing matches of the Russian Championship. To get it, you need to pass 3 exams:
1. Basketball Rules and Interpretations (at least 20 correct answers must be given for 25 questions). 2. Regulations of the championship and superiority of Russia. 3. Metronome physical fitness test.
Top judges, and there are about 120 of them, who regularly serve the championships of the Premier League, Super League (women and men), pass the rules twice a year, and physical training - the Metronome test 1 time. Those. if they take a regional seminar in the fall, they are admitted to the central seminar, and they take the same exams there. Those who successfully pass them receive a license for a year.
In January, a central off-season seminar is held, which highlights changes in the rules, corrects mistakes, sets some criteria and passes a theoretical exam only according to the rules and a running standard for physical training "Metronome" for field judges. If the current judge does not pass the winter exam, then he is not allowed to the second half of the season. Such cases happen.
Where to start? It is necessary, of course, to start with city competitions - first for children, then for students, for adults. In many regions there are Schools of the Young Arbiter, where classes are held free of charge. Novice judges go through a certain course and then, over time, begin to be attracted to the games of the children's championship of the city. After a person gains experience and practice, the referee committee of the regional federation recommends him to the championship of Russia, but there is also a selection system that allows children to referee competitions Championships of Russia. Further step by step, year after year on the way to the Super League, Premier League, VTB League. and FIBA.

The official representation of VKONTAKTE of this unique basketball portal for beginners, professional referees, as well as for all basketball fans is located at vk.com/referypro . The ReferyPro website was created by the School of Young Referees (SMA), headed by its leader - an international category referee and the head of the educational and methodological commission of the refereeing department of the RFB Fedor Borisovich Dmitriev with the support of the Moscow Regional Basketball Federation (MOFB).
In what regions are SMAs held? In addition to Moscow and the Moscow Region, these are St. Petersburg, Samara, Pskov, Omsk, Izhevsk, Novosibirsk, Kaluga, Khabarovsk, Rostov, Krasnodar, Voronezh, Yekaterinburg and some other cities. In particular, in Moscow, free lessons are held on Tuesdays. In the Moscow region - on Tuesdays, Fridays at the Moscow Basketball Federation or at games. But all this is still functioning separately, there is no centralized and organized work yet. A number of European countries already have well-established training programs for judges, while we are only on the way to this.
What is our representation in Europe? Last year we had about 15 FIBA referees. This includes 12 FIBA referees from Russia. Two years ago, the Euroleague was served by three judges: Semen Ovinov, Ilya Putenko and Alexey Davydov. Then only Semyon remained, although he gets more Eurocup matches. In addition, FIBA has now changed the system. It has become similar to football - the national federation, by its rating, together with FIBA, determines the circle of referees who are worthy to work at FIBA matches. They must comply with the requirements of the European, national championship and have no violations.
What refereeing events are coming up? In the near future there will be a departure of young judges for a seminar in Sweden by a delegation of 12 people. It will be a ScaniaCup tournament. In May, the educational and methodological commission of the Department of Professional Refereeing, together with the Moscow Regional Basketball Federation, will hold two camps on the basis of the championship of the Moscow Region among boys and girls at the sports base in Pokrovsky. Judges will be invited from all regions of Russia, as well as from Belarus, maybe from Kazakhstan. This will be the 10th such camp in 4 years. In June-July, there will be a trip to the clinic of referees in the NBA or the NCAA. Fedor Dmitriev, together with one of our judges, will go to study and exchange experience with those who hold this event. This will be part of the work of the educational and methodological commission. This happened already in 2016. Plus, in June, at the invitation of the Basketball Federation of Kazakhstan, for the third time a large camp is planned in Astana to work mainly with young referees. There will be 4 days of workshop and 3 days of work on the site with feedback and video analysis of each judge.
Fedor Dmitriev shared about the work of the School of the Young Arbiter and his mission:
“Now it is most relevant and effective for me to work with young people - from 14 to 25-30 years old. To lead the continuity of generations and prepare young cadres in the right direction, who will be chosen by the federation to serve the matches of the National Championship. Recently, together with Evgeny Ostrovsky and Alexey Davydov, we successfully passed the exams for the FIBA national instructor. Therefore, we would like to pass on the knowledge we have gained to the next generations. As the chairman of the WMC and the head of the School of the Young Arbiter of the Moscow Region, I consider it my task not only to competently educate young people, but also to control the correct implementation. Now I am adjusting my training program in order to involve young guys more, so that they not only listen, but do it themselves under our control. This is the most basic thing at this time, and this is what FIBA is now demanding.
We try to set the required criteria so that they understand the difference between the mentalities of a Russian person and a European. After all, it is important not only to know the rules of refereeing, you need to correctly apply them. FIBA itself is constantly engaged in the training program for young referees, but we need to adapt their recommendations to our country in accordance with the requirements of European and international competitions.”
The best young judges from all regions of the country travel to Prifib clinics - seminars throughout the year. Now the Department of Professional Refereeing has developed a mentoring program, according to which 10 young referees from the TOP-50 best referees in Russia by rating are assigned mentors from among five current FIBA referees.
Each year, the educational and methodological commission prepares two manuals for various types of training of judges: psychological, physical, psycho-physiological; on communication and interaction; methodological recommendations and practical advice. 6 such manuals have already been issued. We get positive feedback from them. it is useful and we will move in that direction.
Another important task that faces us as teachers who should train referees is to develop and shape simple human qualities so that the referee, in addition to fixing fouls and violations, can understand basketball, the profession and the complexity of the work of the coach and players. In a word - be human! This is very relevant at the present time."

Illinois Test
This test requires a flat surface, 8 cones and a stopwatch. The first cone is installed at the starting point. The second cone is exactly opposite the first at a distance of 10 meters. This cone serves as a point of change in direction of movement. For the same purpose and at the same distance, a cone must be placed in front of the finish line. The distance between the cones marking "Start" and "Finish" must be 5 meters. Exactly in the center between the cones denoting "Start" and "Finish", strictly vertically with an interval of 3.3 meters, 4 more cones are installed. The athlete starts at the coach’s command from the “lying face to the floor” position. The athlete's route from start to finish is shown in Figure 1.

Shuttle test 5-10-5
Purpose of the test: to determine the level of coordination of the athlete when moving with a sharp change in direction. Test Method (See Diagram in Figure 2) A distance of 10 meters is measured on a flat surface. A line is drawn in the middle, which indicates the place of start and finish. The starting position of the participant is facing the coach, both legs are behind line No. 1. On a signal, the participant starts moving towards line No. 3 and, having reached it, must touch the line with his right hand. Then he turns around and runs to line number 2, having reached it, touches the line with his left hand, turns around and makes a finishing dash. All turns when changing the direction of movement must be performed facing the place where the coach with a stopwatch is located.

Starting position: the athlete stands near the starting line, legs shoulder-width apart, feet parallel, arms along the body.
How to do exercise Before the push, you need to raise your arms forward and up and stand on your toes, then sit down, bending your knees, and, leaning on your entire foot, tilt your torso slightly forward, lower your arms forward, down, back. The push is performed with two legs and must be strong and sharp. During the jump, the legs are first bent, and then carried forward. When landing, the legs extended forward are placed on the heels. To maintain balance, the arms need to be raised forward, and the torso tilted forward and downward. You should land on a gymnastic mat (in the hall) or in a sand pit (in the stadium).
Sprint 20 meters
Starting position: the athlete stands near the starting line.
How to do exercise At the coach's signal, make a maximum acceleration of 20 meters. Two attempts are given. The best time is fixed.
Denver Test (no dribbling)
At the signal of the coach, the athlete starts moving in a snake (see diagram in Figure 3). After passing the last sixth cone, the athlete returns in a straight line to the finish line. The task of the participant is to go at high speed the entire distance and show the highest possible result. Time is recorded using a stopwatch. The internal rules of this testing provide for penalties in the event of:
if the athlete misses one of the cones during his movement for any reason
if the athlete touches one of the standing cones while moving
For each violation, the participant is added 5 seconds to the time shown by him. All violations are entered into the protocol and summed up, then the sum is multiplied by 5 and the result is added to the result recorded on the stopwatch at the finish line. The time obtained is entered into the test protocol as the total time of the athlete. 9

The internal rules of this testing provide for penalties for the athlete in the event of:
if during his movement for any reason he misses one of the cones
if it hits one of the standing cones while moving

Complex No. 1. Simplified version for younger groups (9-11 years old)
At the signal of the coach, the athlete starts moving from point No. 1 (see the diagram in Figure 4) and performs a throw on the basket. The participant can proceed to the task of the next stage only after a successful throw or three misses. In the second stage, the participant performs a throw from the penalty line. The condition is the same - either one effective throw, or three misses. At the third stage, the participant will have to demonstrate high-speed dribbling with a stroke of the cones arranged in a certain order to the point from which he will have to pass the ball to the coach, located not far from the free throw line. During the passing of the ball, the athlete must have at least one foot touching the line marking the point of this stage. The athlete must wait for the return pass from the coach, standing still, without moving towards the ball flying towards him. Having received the ball from the coach, the athlete performs dribbling with a stroke of the cones standing in his way. Dribbling must be done at maximum speed. Having passed the last cone, the athlete must throw the basket. The stopwatch stops after a successful throw or after the third miss.

The penalty consists of adding two seconds to the course result for each of the following errors:
Running
Carrying the ball
Proceeding to the next stage before a scoring shot has been made or the full limit of allowed attempts (three misses) has not been exhausted
Violation of the free throw rules, being on the line or stepping on the throw
Missing one of the cones while dribbling
If during the performance of the transfer of the ball and the return of the ball, the athlete loses contact with the line indicating the place of these actions.
Complex No. 2. Version for older groups (12 years +)
Figure 5 shows a detailed plan of the course, consisting of eight stages. At each stage, the athlete needs to complete a specific task:
Speed dribbling with a sequential stroke of four cones.
Shot from under the basket immediately after dribbling.
Jump shot (possible from a support position) from the upper right corner of the three-second zone.
Jump shot (possible from a support position) from the upper left corner of the three-second zone.
Speed dribbling with three cones in sequence.
Passing the ball to the coach and receiving a return pass.
Final shot from under the basket immediately after dribbling.
Performing two bonus free throws.

Rules for performing the exercise At the command of the coach, the athlete starts the speed tracing of the cones. He must dribble the first cone with his left hand, then pass the ball to his right hand and then dribble the next cone with his right hand, and so on. After passing the last cone, the athlete continues to move towards the backboard and performs a throw on the basket on the move. If the throw is successful, then the athlete proceeds to the next stage, if the first throw is unsuccessful, then it will be necessary to make a second attempt. After the second attempt, no matter how it ends, the participant must move on to the next stage of the distance. A throw from the upper right corner of the three-second zone can be performed in any way convenient for the technique. The main condition is that during the start of the throw, one athlete's foot should be in contact with the line marking the border of this stage. The same requirement applies to the throw from the upper left corner of the three-second zone. After each unsuccessful attempt in throws on the basket, the athlete himself goes after the bounced ball and returns to the place of the second throw with dribbling. After completing the throws from the upper left corner of the three-second zone, the athlete proceeds to the high-speed stroke of three cones. He circles the first cone with his right hand, the second with his left, then with his right again and comes to the line from which he must pass the ball to the coach. The athlete himself chooses any option convenient for him to pass the ball, the main thing is to keep contact with one foot with the line marking the border of this stage. The coach returns the ball to the competitor using a two-handed chest pass technique. This is a mandatory requirement for this step. While waiting for a return pass, the athlete continues to maintain contact with the line marking the stage boundary. After receiving the ball, the athlete continues to move towards the backboard and shoots the basket on the move. If the throw is effective, then the time on the stopwatch stops, if a second throw is required, then the stopwatch must stop at the moment the ball leaves the thrower's hand. Immediately after this, the athlete moves to the free-throw line. Now he has to complete two throws. Throws are performed according to all the rules of the game of basketball. After the first attempt, the ball is given to the athlete by the coach, the stopwatch does not work at this time.
Awards and promotions For each successful free throw, the athlete receives bonuses in the form of a two-second reduction in the time shown. For example, if an athlete has realized two free throws, then his result of passing the distance is reduced by four seconds.
Penalty Penalty consists of adding two seconds to the course result for each of the following errors:
Running.
Carrying the ball.
Double dribbling.
If at the moment of the start of the throw from the upper corner of the three-second zone there was no contact with the line marking the stage boundary.
Incorrect passing of the first cone during speed dribbling.
